A conspiracy is a secret plan or agreement between people for an unlawful or harmful purpose, such as murder or treason, especially with political motivation, while keeping their agreement secret from the public or from other people affected by it.
The few want to impose their will on the many. They act in an intransparent, clandestine way and they use violent means to realize a goal harmful to others.
This is a conspiracy.
